第一，坚决改革外贸机制，我们的外贸体制不改革，外贸出口的在发展是没有希望的。过去几年来，我们**市外贸出口虽然有了较大的增长，但还要继续深化改革。
第二，我们要努力配合生产单位，制定好产品结构方案，分层次地调整我们的产业结构。当前以及今后一个时期，我们出口的拳头商品，还是轻纺产品和蔻密集型的轻加工产品，因此，要进一步加强乡镇企业和区街企业的活动力，在政策上给以更加优惠的待遇，更加有力地扶植。城市工业应当发展资金密集型、技术密集型、高技术含量和高附加值的产品……
第三，继续改善投资环境。**市这几年在全市各条战线的共同努力下，投资环境在国内来讲是比较好的，引进外资有了一个好的开端，中央领导同志在一再表扬过我们。但是，我们与世界上的投资环境相比，还有很大的差距，我们还要进行长时间的努力，不但要扎扎实实的工作，而且要不断地改进我们的工作……
最后让我们再讲几句话，我毫不怀疑我们中国在下一个世纪的某个时候，一定会成为了不起的世界经济强国和出口强国。但是千里之行，始于足下，我觉得今后的五年，以至延续到本世纪末这段时间，是我们国家发展的关键时刻。我们每个人都应该为既定的目标努力奋斗。我这个的缺点毛病很多，无论是从素质、能力和水平、经验看，担负副市长的职务，我深知是不够的。但是，我有这样的信念，希望用我在工件岗位上的有限的年头来尽心竭力的工作。
