农村信用社是服务“三农”的主力军，是联系农民的桥梁和纽带，在促进农民增收致富及农村经济发展等方面发挥了积极作用。但长期以来，中国农村一直处于资金短缺状态，资金容量不足，金融体系脆弱。在商业银行逐渐退出农村市场的情况下，目前仅存于农村的农村信用社已是支撑农村经济可持续发展的主要平台。农村信用社在发展过程中，由于受历史原因、体制原因和外部环境等多方面因素的影响，当前还面临着一系列困难和问题。当前全面建设社会主义新农村，加快农村经济发展，是农村信用社面临的一项重要任务。农村信用社支持农业和农村经济发展，推进社会主义新农村建设，不仅责无旁贷，而且作用很大。农村信用社在这一时期的改革如火如荼，政府筹划接手农村信用社的经营管理，农村信用社积极增资扩股，监管部门认真的进行政策指导，切实加强行为规范。
