第三，繼續改善投資環境。**市這幾年在全市各條戰線的共同努力下，投資環境在國內來講是比較好的，引進外資有了一個好的開端，中央領導同志在一再表揚過我們。但是，我們與世界上的投資環境相比，還有很大的差距，我們還要進行長時間的努力，不但要扎扎實實的工作，而且要不斷地改進我們的工作……
最後讓我們再講幾句話，我毫不懷疑我們中國在下一個世紀的某個時候，一定會成為了不起的世界經濟強國和出口強國。但是千里之行，始於足下，我覺得今後的五年，以至延續到本世紀末這段時間，是我們國家發展的關鍵時刻。我們每個人都應該為既定的目標努力奮斗。我這個的缺點毛病很多，無論是從素質、能力和水平、經驗看，擔負副市長的職務，我深知是不夠的。但是，我有這樣的信念，希望用我在工件崗位上的有限的年頭來盡心竭力的工作。
