Steven T. Wray, Executive Director
Wray was named Executive Director of the Pennsylvania Economy League, Southeastern Pennsylvania in June 2006. The Economy League is an independent, nonpartisan, nonprofit organization dedicated to research and analysis of the region’ resources and challenges with the goal of promoting sound public policy and increasing the region’s prosperity. The League has four offices statewide, and Wray leads the Philadelphia office which focuses on Bucks, Chester, Delaware, Montgomery, and Philadelphia counties. He reports to a board of more than 60 senior private sector leaders from the region’s leading companies and institutions.
As Deputy Director for PEL from 1995-2006, he managed PEL's research projects and staff and wasWray was Project Director of IssuesPA, a non-partisan statewide PEL issues awareness initiative. IssuesPA is an award-winning public engagement project that combines research and analysis, the Internet, and televised events in a first-of-its-kind effort to increase the coverage and attention to statewide issues. Prior to PEL, Wray served as Policy Director to Pennsylvania Lt. Governor Mark Singel, Associate with Jones Lang Wootton USA in New York, and Consultant to the Executive Director of the Allegheny Conference on Community Development in Pittsburgh. He received a Master of Science in Public Management and Policy from Carnegie Mellon University and a B.A. from Duke University. Wray is a Trustee of the Government Research Association and a member of the International Economic Development Council and of the Urban Land Institute, Philadelphia Chapter.
Meredith L. Garfield, Administrative Associate, assists the Executive Director and PEL staff in all aspects of the office and project operations and is bookkeeper for the Southeastern PA office. She brings 15 years of financial, customer service, and proction management experience, having spent 10 years in the metal instry - distribution and manufacturing. Prior to her arrival at PEL, Garfield worked for the City Controller's Office as assistant to the First Deputy Controller.
Robert G. Graff, Senior Project Manager, works in the areas of economic development, policy analysis, and tax reform. His previous experience includes serving as an Associate Scientist in the Business and Sustainability Group at Tellus Institute, a non-profit think tank in Boston, and an Associate at Instrial Economics in Cambridge, MA. Graff received a Master of Public Affairs and Urban and Regional Planning from Princeton University’s Woodrow Wilson School of Public and International Affairs and a B.A. from Dartmouth College.
Erik Johansen, Associate, works primarily in the area of transportation policy. Johanson holds a B.A. from Tufts University where he graated cum laude and received Highest Honors distinction for his thesis on SEPTA's challenging fiscal environment.
Allison Kelsey, Director of Communications and Corporate Development, directs PR, events, publications, and media relations and works closely with PEL's Board of Directors. In Philadelphia, Kelsey has been senior director of marketing and communications for University City District, account director at T2 Group LLC, and consultant to corporate and small business clients, most recently for Advanta Corporation's sponsorship of the Salvador Dali exhibition. Prior to the move to Philadelphia, she was international sales manager at Facts On File, Inc., New York. She earned an M.S. from the University of Pennsylvania and a B.A. from Brown University.
Peter R. MacBride, Associate, works in a number of PEL's policy areas including the Knowledge Instry Partnership's efforts to retain recent Philadelphia college graates; PEL's nonpartisan issues resource, IssuesPA.org; and the Franklin Caucus. MacBride holds a B.A. from the University of Pennsylvania where he graated magna cum laude.
Marisa G. Waxman, AICP, Senior Associate, works in the area of government budgeting and finance. She began her career in Philadelphia as a manager of marketing and investor relations for a start-up utility company. Prior to joining PEL, Waxman was Director of the Financial and Policy Analysis Unit in the City of Philadelphia Controller’s Office. She received a Master of City Planning and a B.A. from the University of Pennsylvania.
